Congressman Riley McGowan Moore
U.S. Representative – West Virginia, 2nd District
Riley Moore was sworn into the U.S. House of Representatives on January 3, 2025, following his election in November 2024. He succeeded Alex Mooney and represents West Virginia’s 2nd Congressional District, which covers much of the northern part of the state, including the Eastern Panhandle and northern coalfield region.
Early Life and Education
Born on July 1, 1980, in Morgantown, West Virginia, Moore is the grandson of former Governor Arch A. Moore Jr. and the nephew of U.S. Senator Shelley Moore Capito. He earned a welding apprenticeship certificate early in his career and later obtained a Bachelor’s degree in Government and International Politics from George Mason University, as well as a Master’s degree in Strategic Security Studies from the National Defense University.
Professional and Public Service Background
Moore has worked as a national security staffer for the U.S. House Foreign Affairs Committee and held contracts with the U.S. Department of Homeland Security. He also held a leadership role at Textron, a defense and aerospace company.
In 2016, Moore was elected to the West Virginia House of Delegates representing the 67th District, which includes Harpers Ferry and surrounding areas. He served as assistant majority whip and was named incoming Majority Leader in 2018. He left the House after an electoral defeat in 2018.
State Treasurer of West Virginia (2021–2025)
In 2020, Moore was elected State Treasurer of West Virginia, taking office in January 2021. During his tenure, he oversaw education savings programs like the Hope Scholarship and launched the Jumpstart Savings Program for vocational and trade students, reflecting his own background in welding. His office returned millions in unclaimed property to taxpayers and opposed certain investment firms’ environmental, social, and governance policies by divesting state funds over ESG concerns.
Election to U.S. House (2024)
Moore won the Republican primary and was elected to Congress in November 2024, defeating his Democratic opponent with about 71% of the vote. He represents a district that leans strongly Republican.
Congressional Service and Policy Priorities
Moore serves on the House Appropriations Committee. His priorities include advocating for energy independence, supporting coal and natural gas industries, promoting school choice through education savings accounts, and opposing ESG investment policies. He also focuses on national security issues, particularly related to China.
Personal Life
Moore lives in Harpers Ferry, West Virginia, with his wife Mina and their three children. He remains connected to his working-class roots and to his home region. He is Catholic and part of a prominent political family in West Virginia.
