Russell Thurlow Vought is an American political strategist and public policy expert currently serving as the Director of the Office of Management and Budget (OMB), a role he resumed in February 2025. In this position, he oversees the development and execution of the federal budget, guiding national fiscal policy and administrative priorities across the executive branch.
Vought previously served as OMB Director from July 2020 to January 2021 during President Donald Trump’s first administration. Prior to that, he was OMB’s Deputy Director and played a key role in budget formulation, regulatory policy, and agency oversight.
A longtime advocate for limited government and constitutional principles, Vought has been a prominent voice in conservative policymaking. Between his two tenures at OMB, he founded and led the Center for Renewing America, a policy think tank focused on American sovereignty, economic nationalism, and institutional reform.
He holds a B.A. from Wheaton College and a J.D. from the George Washington University Law School. Vought is widely recognized for his commitment to fiscal responsibility, government reform, and advancing policies that reflect the values of the American people.
